Who needs to designate a U.S. Agent for Service under the new FAA rules?
Individuals with addresses outside the United States and no United States physical address of record on file with the Federal Aviation Administration who hold or apply for certain certificates, ratings, or authorizations are required to designate a United States Mail Agent for service of Federal Aviation Administration documents.

Individuals who fail to timely designate a U.S. agent for service to comply with FAA’s new rule may not exercise the privileges of their FAA certificate, rating, or authorization.
If an aircraft owner fails to comply, the aircraft’s registration certificate will be considered ineffective.
